Check Your Cosmetic Formula for EDA Compliance

What does "EDA compliance" mean for a formula?
For the ingredient list specifically, the Egyptian Drug Authority (هيئة الدواء المصرية) is checking four things. Miss any one and the dossier stalls:
- Prohibited substances. Ingredients that may not appear in a cosmetic at all — often because they carry a therapeutic effect or a safety concern.
- Not-approved substances. Ingredients that are not on the accepted list for cosmetic notification, so their presence blocks the file even if they are common elsewhere.
- Concentration limits. Restricted ingredients allowed only up to a maximum percentage — sometimes different for leave-on versus rinse-off, or by product type.
- Naming, function and warnings. Every ingredient must be declared under its correct INCI name, and certain substances require a specific on-pack warning.
A formula can be perfectly effective and still fail on any of these four. The point of a pre-screen is to catch all four before the money and the waiting start.
Which ingredients does the EDA prohibit, not approve, or restrict?
The EDA publishes and updates these lists, so any check must be against the current version — never a memorised one. That said, the categories look like this in practice, with a few real examples of the kind of substance that lands in each:

Two patterns catch founders out. The first is "but everyone uses it" — a globally common ingredient can still be unapproved for notification in Egypt. The second is the concentration trap: the ingredient is fine, but the percentage in your formula is over the cap, which is just as much a rejection as a banned substance. This is exactly why a check has to read your percentages, not just your ingredient names.

How do you check a formula before notification?
The manual method is real work: take every ingredient, look up its EDA status and any concentration limit, confirm the INCI spelling, and note required warnings — then repeat for twenty-plus ingredients, in the correct product-type context. The common reasons the EDA flags a formula
Across the files we see, the same handful of issues recur — and every one is catchable before submission:
- An unapproved or prohibited ingredient sitting quietly in the base — often an emollient or a branded actives blend.
- A restricted ingredient over its cap — a preservative or UV filter dosed higher than the permitted maximum.
- A trade name instead of an INCI name — the file reads "Tween 80" where it must read "Polysorbate 80".
- A missing mandatory warning — for example the alkali warning on a hydroxide-containing product.

Is a compliance pre-check the same as EDA approval?
No. A pre-check is a screening aid that flags likely problems against the EDA lists so you can fix them before submitting. Official approval comes only from the EDA's own review through the EgyCosm notification process. The value of the pre-check is avoiding a rejection you could have caught yourself.
